[DIFE-184] User account - Add department and organization fields

Ghost User requested to merge feature/DIFE-184 into develop

Try another approach to save the EU login data. This time we'll try to subscribe to the ActiveSupport::Notification that's fired every time an omniauth registration is performed. This is the system that ends up doing the EU Login/eCAS integration.
