[DIFE-725] Edit button is present on a withdrawn idea

Edit button is present on a withdrawn idea

Please note that this issue might be a caching issue because the "Edit" button was still present on the browser tab in which the proposal was created but on an incognito tab, it was no longer present

Steps to reproduce:

  1. Access Topics - Ideas
  2. Create an idea
  3. Withdraw an idea

Observed: Edit button is present on a withdrawn idea Expected: Page is properly displayed
